BUSINESS OWNERS SHOULD RENT OUR UNITS

I agree. There are business owners who are so rich and they own so much
property--let them get together and buy places and rent them out.

Provincetown it self can't be a landlord with all that it entails--but these
private business owners can all get together and buy up lots of housing

Is this the idea behind the Virtuous Circle? People here have inherited their
businesses from fathers and grandfather, there are others who have partners with
deep pockets.

That is who should build and rent to only Provincetown residents..Don't put the
burden on Ted Malone alone.

ALMOST EVERYONE IS A NEWCOMER TO PROVINCETOWN.

Affordable housing complexes use Federal Money and thus the housing is open to
anyone who works in Provincetown. They can have come here 25 years ago or they
could just dash in May 1st and apply for housing.

Almost all of us were new here at one time. That is the breaks, folks. However,
if these business owners of multi businesses and bars want to get together and
buy multi family homes for their help to rent--then they can rent to the help
and other workers in town.

There are business owners here who own blocks of businesses. They can turn any
of their properties into housing or buy up the 70 plus lots and build affordable
units.

If you look up their names--you will see all of the properties that they
own--and yet they want the taxpayers to pay for housing their employees.

lets do what Nantucket does and have the business owners responsible for housing
their employees. These business owners are rich enough--they own businesses,
guest houses multiple properties..you name it--let them turn one of their
properties into housing.

Affordable Housing

It's Not Easy to Find Solutions

When a town becomes as rich as Provincetown now is. Houses are expensive; living
here is expensive; and finding inexpensive housing is counter to the economic
forces that now dominate this town.

When we have had affordable housing--and 90 Shankpainter is one example--who is
living there? Not too many who are now asking for more affordable housing.
Because anyone f rom anywhere can live there. another not-a-solution solution.

And if we keep repeating this--with the Nelson avenue stables and another Ted
Malone $800,000 give away, those living there again will be from anywhere USA.

Affordable Provincetown.....

I wish all the anti public housing opponents would stop
complaining and come up with solutions.Provincetown has
no places to rent that are affordable when you're making
$10 a hour,be real, when a hamburger is $ 20.!

Provincetown is sinking and if you don't figure your problems out,
Start to agree on things,you're sunk.

The number one questions we have been receiving at the Tourism Office are: What
shops are open? What time will the shops open? Will the shops be open this week?
Many of the people who stopped into the office yesterday were day trippers
spending the week on the Cape. Of course we have invited them back for NYE.
It is quiet this morning. Yesterday's foot traffic started around 11:00am.
Happy New Year

Shouldn't the tourism office know what to tell tourists regarding such
questions?  Or at least direct them to the whats open in Ptown website...!

It is this feeling of entitlement, of the people who come and work part time and
who demand that the town supply them with housing who need a reality check.

Go ahead town leader, build the affordable housing. Taxpayer has spent millions
in CPA taxpayer funded money for developers to building housing.

When you are aging out of your jobs and have health problems, I guess that you
will ask the taxpayers to support you at Sea Shore point as well.

Tony Jackette was there. He was always there. But when we lost him, we can't
expect to find him on the flats. He is now elsewhere and this is the saddest. He
was the best and he was always there.

Amazing how he was not there once when I have been out, which has been about
eight times that year and a few days last year.  But, he did a great job.  He
actually worked for both PT and Truro for a few years.

Shellfish Warden
 
We have lost Mr. Jackett to Truro because Truro pays more. And this is a great
loss for us because Tony was a great Shellfish Warden. It will probably take two
to do what he did alone. I always saw Tony on clamming days he was always at the

How much funding, actually, comes out of the local tax payers pocket
for affordable housing? Beyond that, do you approve of the current federal
defense budget over housing your neighbors? I look forward to the me-ness, the

We Are Out There

Clamming is here and many of us are enjoying the fruits of the sea, as the
French say. Rain or snow, sun or heavy winds, we are there, part of a wonderful
community "scratching" for clams.

Fridays and Sundays and there we are showcasing this community, enjoying
ourselves, sharing the joys of "scratching" and then tasting the delights of the
sea.

Winter is here and the benefits of being here are clearly known.

Affordable Hosing

AFFORDABLE HOUSING RUSH

There are no year round jobs, but you want the taxpayers to buy more and more
land or have the town give up more and more land for the developers to create
this housing--with no year round jobs to support people.

Why not be honest and tell us how many affordable units have gone to market
rates in the last 10 years? How many because no one would rent them as
affordable housing units.

The taxpayers will wake up one day and say let the business owners buy the land,
build the housing for their employees.

Now people want to fast track this housing and who knows what pit falls will
occur do to this?

Lets see what happens with Stable Path. Province Landing has turned into a
revolving door. Anyone who thinks that we are going to go from an idea of
housing to completed housing in five years is totally unaware of the process.

It will take ten years--Province Landing took over ten years. Stable Path has
taken over ten years. That is the essence of progress regarding affordable
housing.

did we refuse to pay more? He was so good and so vigilant. He was always there
on the flats and he knew what was going on. He ran a tight ship in the shellfish
committee and kept these little clams going.

His going to Truro is such a loss for us.

I Don't See the Truth as Negative

It is what it is. And we are what we are. Few of us here even if a few more show
up for New Year's. and then where will everyone be? Not here.

I accept this reality and it is not negative but life as lived here.

Off Season

This time of year is wonderful no crowds, no traffic, easy acces to beaches and
resturants,  plenty of volunteer and educational opportunities, no waiting for
computer time or books at the libraries. Plenty of opportunities for those in
need to receive a free meal and foods to go. Please feel the Peace, look at life
as an adventure and LOVE one another.

How negative sounding.  Try to get a dinner reservation at prime time during the
next week.  Of course, the main body of tourists are gone.  But, saying second
homeowners also? My neighbors on either side are down for many weekends all year
long.  Actually, they are not really "second homeowners" since they live in
apartments elsewhere.

It's Great Being Here But Let's Admit the Truth

It is now certainly a tourist town with only a tourist season. It offers nothing
more. the tourists have gone. second home owners are gone. townies are leaving
for warmer places. Few left here and this will remain until May of another year.

We need to be realistic. We need seasonal rentals but that is it. We have played
the affordable housing game and it has not worked. the town gave a million
dollar piece of property for 90 Shankpainter and are people happy about that?

They act as if we never created all those many affordable housing year round
rentals. We did and look at all the money Ted Maloney received for his once
affordable housing that after five years became market rate housing that his
employees--lucky all to have their names pulled from the affordable housing
hat--sold at a high profit. and the others monies given to the Bates
hotel--remember that--and also to Ted Malone again for the properties behind
Mac's. there has been serious monies from CPA and others given, for the last
twelve years, for affordable housing. But no one seems pleased. Look closely at
those living in these year-round affordable housing rentals and you will find
many who are not here. they too are off to warmer places.

This is the harsh reality of our failed affordable housing projects. Let's
support only seasonal rentals for when people are here.

Town Jobs to Locals


This is true to a certain degree(and I don't mean college). There are people who
have been hired in the past and present who know little about the town, it's
history and it"s residents who love it here because of what and how it is. They
come in with big ideas and want to make changes that would work in a bigger
community but not here yet they try to make changes. Some did accomplish what
their goal was and succeeded in what they set out to do and in the end made a
mess of things and then left town and moved on to bigger places. After they
screw things up they move out of Dodge. Why don't they still live here?  Because
all of a sudden it's no longer the place for them after the've made a mess of
things.

If people are not planning on really making Provincetown their permanent home
then they should leave well enough alone. Keep your big city ideas to yourself.

At least writers on the Beacon page have a shred of intelligence and an
occasional burst of humor. The other Facebook pages have a stable of about 12
contributors. Among them, about 5 are constantly attempting to enhance their
reputation (oooooh, what a great leader he is!), and all who feel their opinions
to be golden (oh, he's soooo smart!) All of them like to see their comments in
print. The posts are predictable and put me to sleep. Which sometimes is a
helpful thing.

While I'm a big fan of Shout Out (yay Clarence!) I read Oatsey every chance I
get. Of course I read between the lines. Just because it's on the internet,
doesn't make it true.

Enjoy the holiday season in Provincetown everybody! It's a most wonderful time
of the year (and my favorite).

Sorry, but this makes very little sense from any viewpoint. It probably would be
illegal and does not guarantee that we would get the police force that we need. 
The point of a police department is not to function as a social agencies that
functions as an employment source.

Simply having been born into the community does nothing to assure us that they "
have it's best interest at heart."  There are plenty of folks born here that
have criminal records and do drugs and deal them.  Don't forget the guy who was
born here that destroyed the fire truck costing a few hundred thousand bucks
when he was was said to have been joy riding with his girl friend on a Sunday
morning. Would you want him as a cop enforcing our traffic laws just because he
was born here?

The point is being missed here.  I hope that you truly don't believe that a
degree means that the holder is educated and able to properly do a job?  There a
plenty of institutions that grant degrees without providing much in the way of
education or proof that one can do a specific job.  After the Quinn bill was
passed quite a few very small colleges all of a sudden were offering course that
led to a degree in criminal justice.  They were all in it for the money and
would never pass a true academic scrutiny.

A degree is meaningless from such a place and only qualifies the recipient to
get more money not do a better job.

Not very sure that I get the lights vs college thing. Maybe you can tell why the
degree makes a better cop.  Yes, intelligence, occupation-appropriate education
are important, but outside of the more money according to the Quinn bill, what
is the point.  Absent the Quinn Bill would any cops bother with getting a
degree?  So, what do you say about getting rid of the Quinn Bill totally and
requiring all cops to pass exams to test all of the attributes necessary for the
ability to do the job right. Don't demand a degree, demand knowledge and
ability.

So Glad Many Retail Stores Are Open But...

There is no one here! I saw no more than ten people on commercial Street and no
one in the stores. It is a shame but no one is here anymore. they have left and
they won't return until April or May or June 2015. this is the harsh reality for
those trying to have a business here.

on the Beacon today, yawn, Rogers is the only one digging for anything to post.

desperation for filler! Has Washington D.C., your home address gotten boring, so

when any town anywhere becomes too expensive, when the housing is exorbitant,
when prices for dinner exceeds what most cities charge, then it is time to make
serious decisions. and one is to move elsewhere where the lifestyle is less
expensive. the solution is not affordable housing. Years ago people came here
because it was so inexpensive and artists and writers could afford to live here.
but not now. so serious decisions must follow and moving is sadly but
realistically one of these decisions.

Really,  I for one think twice before supporting a store whose front looks
trashy and I have to step through it to get in the door!  At this time of year
where business is scarse it doesn't take too much effort to clean up a bit
outside your entry.   It's all our resposibility and if some are ignorant enough
to throw trash wherever it doesn't mean you have to be just as ignorant not to
do something about it.  I own a business and always pick up outside regardless,
it just makes good business sense and community sense...!

town. To say the best cops are the ones that had a high school degree are the
same cops that came up through the ranks and learned the jobs as they went.
Todays police work is much more strategic and legal. Don't have a degree but
want the job as chief in this town? As soon as they put the job description up
three chiefs ago, people in the department without degrees should have
immediately gone out and enrolled. Today they would have their degrees AND
experience. Don't want to make the effort? Then you're not going to be the
chief.

5 BEDROOM HOUSE $44,000.00

I'm traveling through Pennsylvania and looking at the local paper I see houses
that are for sale for $28,000.00. I saw this 5 bedroom house for $44,000.00. A
three family home with an in ground pool for uner $30,000.00.

With all of these people in town crying for affordable housing. Get thee to PA
and into one of these homes. If you are on social security, imagine what how you
can live renting a place here or buying a place. $30,000.00 home requires a
$6,000.00 down payment.

You want the taxpayers to buy up land, pay for housing to subsidize people where
there are no jobs here to support you.

You are chosing to live here, a summer resort, work part time and expect to have
a viable life style.

It is time for the taxpayers to say NO. It is time for people to make their own
way just as we had to do.

Let the business owners buy property for their summer help instead of making the
taxpayers supply housing for their employees.

A degree has nothing to do with how well you are at police work.  It has
everything to do with on the job experience, ethics, morals, and most of all
common sense. It's not that difficult to do the right thing. Our best police
chiefs have only had a high school diploma. Police Chief Francis (Cheney)
Marshall and James Meads.  Our best officers have had a high school diploma.
Back in the day, all you had to do is show up for your college class, pay the
money, and you would get a degree.  The police department. Including the police
chief needs to be put back into civil service so they can do there jobs without
political influence.  Politics has absolutely no business in the department.
After the retirement of James Meads, the police chiefs position was removed from
civil service.  Since then, the department has had constant turmoil with that
is constant turnover.

Separating Fact From Fiction - Housing & Jobs

Until the Board of Selectmen devote the same amount of time and effort
and financial commitment to the town's economic development strategy as they are
with the affordable housing strategy, understand the inter-relationship between
them and integrate and synchronize both strategies to the maximum benefit of the
overall good of the community, I regret to say more affordable housing units
will not make any difference in the year round economy.

We must separate fact from faction.

Lots of jobs ask for a degree and don't specify. The Quinn Bill asked the
officer to have a degree, not in something related, just a degree. I have
degrees and certifications tat I don't get paid for because I don't use them in
relation to my job.

And as far as the infighting at the PD, think about it. Golden is in his
position of authority because he was next in line, not due to a search process
or submission of applications. He gets to boss the other fellow officers around
without the real or right credentials. Truthfully, the other officers should
focus on their jobs and realize they all have the same ability to apply for the
job when the job opens up. Till then, work with the chief and realize whatever
issues you have with him are temporary. And if or when his position comes up
some day, second in command under the chief, apply for the position so if the
next chief leaves for some reason, you'll become the acting chief and you can
then do what Golden is doing now.

What's behind all this? It seems there is decension among the ranks at the PPD,
no? Why are they going after each other? I get some have grudges with the acting
chief (Enos being suspended recently and Lobur being passed over for Sgt). But
honestly, isn't there a better way than always pushing out the chief when they
don't get their way? Can't they see how apparent this is to us? They did it to
Meyers, Jaran and now Golden. This kind of behavior will only cost us taxpayers
and our respect for them. Time for them to grow up

Newer news flash.  The Quinn Bill is STILL law.  The change is that the state
violates the terms of the bill by refusing to fund the salary incentives.

And, I'm sure that you believe in the tooth fairy.  Cops get degrees to make
more money.  If that were not the case they would simply take the courses in
community relations etc, without getting the degree. They don't get paid more
for the education, but for getting the degree.

Having a degree does nothing to help a cop make "decisions in seconds". 
Personality, intelligence, experience are the determining factors.

Please don't think that I am anti-cop.  Far from it.  I have a very close friend
who is a every good police officer.  and a relative who is also.  I worry about
ALL people who expose their lives to danger when they serve us.  Truck drivers,
DPW workers, construction workers.  They all have jobs that can be very
dangerous. Not all cops are dedicated and caring because they are cops.  Some
are vicious predatory dopes, but very few thank goodness.  Putting on a uniform
does not confer goodness.  There are plenty of stories going around right now
about how cops let other cops off the hook when speeding and driving drunk.  Is
that serving the community with dedication.  Why do cops have those stickers  on
their rear windows.  Why do they give them to all their very close friends and
relatives?  Why did my friend give one to me?  You got it, to make the diver
ticket proof.  So, I am not anti-cop but very much a believer that like the rest
of us they are human.  I know that having !
that sticker on my window is more than a little wrong but I still do it.

Bad Guys Are Still Here

There are people who are still in town who should be in jail--but the police
can't catch them red-handed.

I know one individual who has been arrested a number of time, who visited guys
who totally destroyed the place that they rented last year--AND THEY ARE STILL
HERE.

I talked to a police officer about this one person--and I was told that this
person is in town keeping a low profile.

That is why I LOCK my doors. Another person was kicked out for stealing--and was
hired by a business owner who never called me to ask why he was kicked out.

How is it that these drug dealers are able to operate in town? Why can't this
one person who needs to be hospitalized isn't--is it due to his mother who lives
up cape? Is it due to his family having money--so he continues to be a scourge
to the community?

One police officer told me last year that they need to catch him doing
something. I wish some drug addict would wear a microphone and tape these guys
and take it to the police even though they would get in trouble as well--or that
the police bring in a new young person, have this person work in town and be an
informant.

What we need are some sting operations. How is it that I'm an older person who
knows what is going on but the police can't get these guys out of town?

In both instances regarding the ex TM and the ex chief, the selectmen are to
blame in the end. They approve every contract that is out there. My money says
they don't read the contracts as they sign them and therefore they don't
understand them. Blame the TM for the chiefs contracts or the unions contracts
or blame town counsel for the TMs contract but in the end, the overall blame is
to the selectmen.

Simply put, this gives them a competitve edge. It helps them better prepare for
the academy and enables them to perform on a more even playing field with their
peers.

Why is education a bad idea? Imagine having more "book smarts" than your
superior. Doesn't bold well for a harmonious working relationship, does it?

Education helps provide a frame of reference and perspective, two integral
components that help when making decisions, some of which might be life and
death. I don't know about you, but someone in authority who carries a gun, a
taser, and has access ro classified information ... I would hope they are
college educated.

Finally, I submit the question, Why not require a degree? The answer should only
be the candidate has a lack of available resources. Otherwise, the suggestoin
remains thay s/he poises a lack of commitment; posseses a fear of not
succeeding; or worst case scenario is just plain ignorant. Fear and ignorance
are two ingredients for failure.

Sadly, the very same people who are quick to criticize the decisions of our town
personnel are first to criticize poor performance. Perhaps the proof is in the
pudding.

who is the accuser?  You are right about not wanting to have dealings with a

Do you really think that Anthony can be his own boss?  The BOS supervises the
acting TM so can have control over the acting chief.  Not a good idea.  Probably
not legal either.

Methodist Church - Good Works

Thank goodness for their outreach, the thrift shop, the soup kitchen, food
pantry, providing company, community and solidarity in the winter and beyond. 
That is what this community is really about.

If you are only here on weekends, only here part time, or only here
occasionally: perhaps you don't realize how important it is.  For many it is the
last remnant of "real" Provincetown, where the community binds together and
keeps the fabric of the town from unfraying.

An Acting Police Chief is Exactly That

He is acting and a temporary chief until we hire a new one. I think Jim Golden
is doing a good job and he has changed the tone in this police department and
has stopped the former aggressive and mean attitudes that Jeff Jaran instituted.

If anyone thinks that Jim Golden is in this position for too long a time, then
you can blame Sharon Lynn. It is the contract she engineered with Jeff Jaran and
the three level options she wrote into his contract that has prolonged this
case. Until it is done--and Jeff Jaran could still go to superior court if he
loses in mediation--which itself has had three different meetings--we cannot
hire a new police chief. he could still--yes he could--return to his old
position as chief. and you can't have two chiefs!

Nad all it really proves is that they put in some time at one of the diploma

that they paid for a degree and passed the courses no matter how difficult. So
please spare us the talk about degrees for cops.  Degrees do not have much, if
anything, to do with being a good cop.  They get the degrees only to get more
money, and it is quite a bit more.

Cautionary Tale

If you aren't financially secure to some degree, as you get older and
opportunities fail you, the result is the desperation and depression of feeling
locked into a downward spiral.

Now,with facebook and this electronic media, these sad cases are public--they
used to be private.

All of this electronic media is new to the town--but in 1976 I remember folks
who spent the winter and talked about running out of money and relying  on
family.

Anyone who financially insecure and who continues to live here in this summer
work force only tourist town--wake up.

What if unemployment doesn't get extensions? What if housing assistance programs
get cut--where will you be?

It is so sad to see people age into these very sad, economically stressed,
health care needed situations and still try to live here.

The situation is that with electronic media we will  be constantly hearing of
this happening to people.

Everyone must have an economic base line in order to live and anyone with
partial employment is going to be left behind--or else they will be imprisoned
in their affordable housing units with only the soup kitchen to sustain them in
these winter months. It is heartbreaking--but this is a tourist town and without
viable income--one just can't survive here.

Hmm, well perhaps your implication that I don't have an accurate view on this
subject is, as you say, simplistic BS. I don't see you quoting numbers or
statistics, you're just stating a contrary opinion. Have you done a study or
taken a scientific survey? If not, I guess your OPINION is about as valid as
mine.

However, I know MANY who fit my description. I've lived here a long time and am
well acquainted with much of the year round population. I could also find quite
a few other long-time year round residents who can corroborate my assertion.

Not all of those looking for affordable housing are people who "need help" as
you put it. Quite a few are just looking for a free ride. Until the town or the
powers that be start investigating and trying to determine who is actually in
need and who is taking advantage (working under the table and not reporting
their true income, selling controlled substances, sub-letting at a profit while
they travel in the off-season) I refuse to support any efforts to build more
affordable housing at the taxpayers expense. Enough is enough.

termination was justified. Hence some of the concern over his contract with the
town. The arbitrators can only decide whether or not he is entitled to his job
back. That's it.  Any agreement between

was in fact wrongfully terminated AND the town would rather pay him money and
benefits than put him back to work.

I am afraid you don't know what you are talking about.  Arbitrators are more
often than not charged with determining whether or not a party was agrieved and
if so how they should be made whole.  That may not be the charge to the
arbitrator in this case, but most likely it is.  I have no specifics to the
facts of the instant case but niether, I suspect do you.  So sounding off like a
know it all when you don't really know the specifics at all.

I now see why                was let go at Outer Health. He only wrote out
$5,057 worth of drugs while so many others at Outer Cape wrote out $940,000 of
prescriptions and someone there wrote out $1.06 million. Bob O'Rouke wrote out
334 prescriptions while some others wrote out 6,876 prescriptions during the
same time frame.

I was more than surprised at this list of eight--many who we know well.

Correct.  The town can't hire a new chief until the decision of his arbitration
has been rendered.  But it's incorrect to state "until the town terminates him". 
The town already has terminated him.  The Jaran arbitration will decide only one
thing, and that is whether or not his termination was justified. Hence some of
the concern over his contract with the town. The arbitrators can only decide
whether or not he is entitled to his job back. That's it.  Any agreement between
the town and Jaran comes only if it was determined by the arbitrators that Jaran
was in fact wrongfully terminated AND the town would rather pay him money and
benefits than put him back to work. The town and Jaran have to AGREE on a
settlement, which will be big bucks because the town will be denying Jaran his
job.  Comfortably North of $500,000.  And yes, his settlement comes directly out
of the town budget and NOT the town's insurance policy (that's for civil
litigation).

The arbitrators have nothing to do with any sort of settlement. All of this
could take several months, so it's safe to say that Jim Golden will be acting
chief for quite some time.  There's been a lot of bashing of Jim Golden, some of
it warranted, some of it not. Someone posted that there's a story behind the
story of Bobby Anthony publicly going after the acting chief.  It's obvious some
union members and townsfolk have Anthony's ear and Anthony appears to be
listening.  What's not clear is how they plan to go about resolving their issues
with Golden when they're in a position of not being able to make any real
changes with who's police chief until late Spring or even summer.  Looks to be a
LONG stretch for some.

Excellent advice( for some).  What about someone who was born here, or brought
here and does not have what it takes to go to school and work hard.  You may not
know this, but not all are as gifted as you.  This is the real problem with
people like you that simplify everything. Life is not simple and one size does
not fit all.  Some people don't have the ability to be educated to the level
required for a job that will pay them enough to live.  Others were not nurtured,
for whatever reason, to know how to work hard and don't have the gift of self
awareness that you seem to think all have, or should have.  Please don't make
the mistake of thinking that if people don't have your gifts, then it is their
fault.  You did not make yourself intelligent.  You did not choose the
upbringing and other good fortune that occurred.

Start to  think more and judge less.

Affordable Housing

The business owners in town with their vast commercial holdings need
employees--that is why they want the tax payers to pay for all of these
affordable housing complexes and to take every available space from the top of
the new police station to the top of the school and turn it into affordable
housing.

What about the rest of us who are comfortable? We dine at the restaurants, shop
in the stores, we aren't getting together with friends and spending our social
time bemoaning our living conditions, the cost of electricity and the cost of
living here.

What a way to live--and you chose to live here in a resort town that is only
open and busy in the summer. The rest of the time you are on unemployment.

All of the affordable housing in all of the world plopped in Provincetown isn't
going to bring jobs or give you financial security. You will be another middle
aged person facing marching towards your senior years bemoaning your fate and
demanding and pouting and stamping your feet and rail against the condos in town
while demanding that the taxpayers subsidize your living here.

This is how you are viewed by everyone in town whether you know it or not.

We turn the school, the top of Town Hall and every fire station into affordable
housing--then what?

People complain about the cost of restaurants and want a discount. They are
already complaining about the raise in rent at Province landing.

They are complaining about the cost of the raise in the ticket price of the
national sea shore.

Next they will want cheaper tickets to the movies.

They will have their affordable housing, but they will be locked into their
homes because they won't be able to buy a beer or go out to eat in town..no
matter how cheap the townie specials are.

Education and Experience
 
There's a lot to be said for "on the job training". Education is not always the
most important aspect of a person's qualifications. If all things are equal,
which they usually are not, then education can be the deciding factor.
I once attended a seminar given by Dr. Henry Lee, obviously a very intelligent
and learned individual. During his opening remarks he made a statement that has
always stuck with me. He said that just because a person is educated that
doesn't mean that they are smart.
I've known many people who are perfect examples of that statement. Some who have
Masters Degrees but don't have the common sense to come in from the rain.
My point is that you shouldn't judge somebody's worthiness for a particular job
just because they don't have a degree. Their years of experience can certainly
make them qualified.

Re: 25 Miller Hill Rd

These developers may not be held to the 750 max cubic  yard calc of earth
removal- however- can someone please tell me how the PLANNING BOARD passed the
current additional fill that has now raised the topography 4-5 feet above the
natural topography that existed before?  This fill merely saved the developers
from having to constuct wall structures to step up the natural topography. 
Those wall structures would have cost them 30,000.00 plus. Who signed off on
this immense amount of fill brought in that raises the topo 4-5 feet in most
areas. What is this going to do to the abutting property at 27 Miller Hill and
more importantly to miller hill rd itself and Outer Cape- go look for yourself 
. U can see clearly the natural topo from the street which went into 25 miller
quite a way before there was a natural steep increase.  The original topos are
available at town hall . Look at the difference.  Outer Cape Health as well as
neighboring 27 Miller Hill better cover all their bas!
es before any signoffs on this property. In addition, Where is the permit for
the Mod. septic and the proper inspections from town hall?  Again- I do not
believe the TOWN PLANNING BOARD  signed off on this GROSS AMOUNT OF BACKFILL.
Does this mean any developer can just backfill to their hearts content ? This is
crazy.

I don't know if the former chief's hearing has been completed or if any decision
has been made as to what happens to Jaran, so the appropriate authorities can't
even begin the process to hire a new chief until the town terminates him or
comes to an agreement with him pending the outcome of the hearing and that's why
there's an Acting Chief.

Anybody with any law enforcement background even retired officer's could have
been appointed to that position as a temporary employee. The Town Manager then
(Sharon Lynn) recommended him and if she only knew he really didn't like her and
was instrumental in gathering the Officer's to not show support for her when she
applied to be chief, I'm sure he would not be holding that position right now.

It is true that Jim Golden was next in line by the chain of command but it's not
written in stone who the town manager can or can not recommend. An outsider
could have come in.

Jim was a workplace snitch and did what he wanted to do and said what he felt.
Nobody likes a tattletale where they make colleagues and managers lives
difficult. He created a dysfunctional workplace from when he first arrived to
what he is doing currently. Jim would cast himself in a more favorable light to
get what he wanted and he didn't care who he stepped on. He is childish and can
be a bully at times and the people who rewarded him including Bobby Anthony are
the ones responsible for where he is today.

Of course Bobby Anthony knows all about his tactics he went over his head many
times and that is why one person can ruin the dynamics of a small department and
ruin it for everyone.

Jim is not qualified to apply for the Chief of Police position if and when it
becomes available as he has no formal law enforcement education in Criminal
Justice and does not fit the criteria for that position. Of course he's filling
in and maybe not the best person for the job but who appointed him to that
temporary position?

Maybe someday they will find the right person to turn the department around and
revamp the whole structure of the department. Just maybe.

Are you implying that someone has paid to get permitted?  If so that is really
bad and the AG should be told immediately.  It sounds like you have direct
knowledge of corruption and law breaking and have a civic duty to inform the AG.

the currently required education to apply for the job as chief. I don't know the
mans educational history so I will only assume for the sake of argument.
If he won't be qualified for the position when the opportunity opens, why would
anyone assume he has the credentials to do it now? He is acting chief, initially
for a short period, due to the fact that he was next in the chain of command.
What I mean is how can the selectmen get on his case as acting chief when he
doesn't actually have what it takes to be the chief? The blame for any failures
in leadership should go to the selectmen for dragging out the selection process
for a new chief for so long. Any failure in leadership falls on THEM, not
Golden.

Miller Hill Does Remind Me of the Title V Issues With Bangs Street

there were irregularities on Bangs Street and the neighborhood fought
back--well, with David Gardner as the key protector of the developer, the
neighborhood lost. Title V was one of the issues at Bangs Street and not enough
land for the level of development. But, alas, the developer won and the
neighborhood lost. It's a sad story that seems to be repeating.

get easy treatment and others have to jump through hoops. I saw that with
Russell Braun and now this building commissioner needs to step up to the plate.

You can come here from Brockton or Revere, get a job as a bus boy and apply for

You can come from New Jersey, sleep on a friend's couch, and use their address
and get on the list for affordable housing and then go back to N.J. in the fall
and return next summer--like a guy I know did.

provincetown's obligation to protect the abutters. This should see the immediate
attention of our B.O.S. as this is an urgent matter involving the Provincetown

25 miller hill rd- where are volume counts in file-permits issued in
2014 mandated excavation volume counts- not in file-sure they will appear
soon-just like magic.

I believe the site plan was approved by planning in july of 2013 which would not
have mandated such calcs.

HOWEVER, if in fact the TitleV was modified from what existed on the property
prior to the ANR - The New Modified Title V would have been subject to
inspection by the Health Agent of Provincetown and ALL proper paperwork should
have been in the file.

More importantly, A NEW PERMIT for the Modified Title V would have been
required. IF ANY of this was not done- There were very serious infractions that
took place in the Building and Health Dept. The Engineer,Septic Installer and
Builder all are aware of this protocol. This is nothing but official procedure
which is commonplace.

If in fact there was no new permit for the new modified TitleV, no inspections
and approval by the Health Agent, I would venture to say the TitleV would have
issues and would not be MASS Dep compliant. I would go further and question all
the Site Plan information supplied by the Engineer on file for this project
including but not limited to sq footage of lot and Topography etc.

Are people in Province Landing actually complaining that their rent is
going up? Which people? Has anyone actually done a roll call there lately to see
how many of the residents are actually residing there in the off season? I know
of at least one who hasn't been there since early fall and won't be returning
until next summer.

I guess if they raise your rent it DOES put a bit of a damper on your lavish
off-season travel and party lifestyle.

The agenda is that Golden has ALWAYS been part of the problem at the station.
Always. And that was apparent at the meeting. Problems there are still there
because Golden doesn't WANT to do anything about them. If he had half a brain
(as I assure you, you should wonder just how much he has) he would have taken
his queues as to what everyone wanted by the past events and cleaned up the
attitude problems. But it's hard to do that when it's YOU has that a major
attitude problem and are uncooperative.

Why do you think Bobby was upset? Could it be because he's actually worked with
Golden and knows exactly what the problem is? Knows exactly what Golden is capable
of and not capable of? Of course he does.

Golden needs to go up cape with the rest of the buffoons that landed in our little town
and good riddance to him as well. Let me ask everyone
a question: do you want a guy in this job that's too        to know that he could have
had the Chief's job if he had done the above? If he had cleaned up the mess and been forthcoming, cooperative, and brought the kind of community policing the town needed,
getting rid of the black-clad cops and the attitude? No. Instead he's just put himself in
the position of having pretty much everyone in town government know how small-minded
and incompetent he is.

Great. That's what we got rid of one problem for? When are we going to start the
search for a REAL Police Chief? We've let that go for too long BOS! The time to
start is NOW.

Response to Acting Police Chief's Facebook Posting

With a straight face, I'm sure, the acting police chief wrote on Facebook that
we town folks have nothing to worry about, crime is not up. Tell that to those
whose cars were stolen or vandalized. There was a heroin ring arrest this week.
And I guess the guy who attempted to rob shop therapy  yesterday with a knife in
his mouth was just a small "shoplifting" incident.

townies rather than provincetown natives.   When will us natives be allowed to

Land Bank Seizure Pondered in Provincetown

Just a predicted. The powers that be will direct everything to affordable
housing--and when affordable housing that is built has to raise rents to cover
the rise in insurance coverage and maintenance etc etc. the tenants will balk.

This money will be taken away from open land and used to provide housing for the
new comers to Provincetown.

Just as a number of people predicted-the focus on town hall is to help part time
workers continue to continue living here full time while working part time.

What happens, dear reader, when you are 50 years old and the restaurants and
shops want hot new talent waiting on tables and staffing their stores?

You middle aged folks are clamoring and clamoring and clamoring for housing.
First look at your bank accounts look at the cost of living in the last five
years and imagine the next five years and the five years after that and on and
on.

You have no equity; you have nothing but your jobs and your unemployment--and
soon your affordable housing will cost as much as market rate rental housing.
Some already is.

Economic Reality

Province Landing and every new development will have to raise it rents over
time. People seem to forget that the cost of living has increased in every city
and state.

Somehow, people expect to be able to live year round in a summer resort
community and expect their housing to be subsidized.

It only takes a sudden illness, a broken transmission, or some other unexpected
financial situation for people to have a downward spiral living here because of
the nature of the seasonal work

People move here expecting to be able to thrive on summer jobs and
unemployment--and it isn't going to carry you as you age and the years go by.

There are such bitter people around--Ive learned to stay far away from them and
their entitled attitude and their negativity as they rant about the injustice of
Provincetown's economic situation that they moved into with their eyes open.

Watching the meeting on PTV, it's apparent there is an agenda.

The only thing different from before (Jaran era) and now (Golden regime) was the
lack of election signs. Still present is the chest beating, the anger, the quest
for power and control.

Selectperson Andrews said it best, which is for the acting police chief to find
a balance that keeps the information flowing both ways. That doesn't entail the
acting chief reading the monthly report. The BOS can read. It requires dialogue.

that was abominable. And yet town hall broke all rules to let this happen. they
even allowed the new developers to take over the town road. Now go there. It is
there's. And the title V was a problem there without enough space. But it

yes, sad to say--David Gardner. He was very involved in this project and he was
the key person who made it happen. So now, a street away, here we have the
Miller Hill issue and involving the questionable Title V. and you even have the
earlier issues with Jonathan Praeger when he received, illegally, a one bedroom
for Hawthorne's studio that has never, ever been a residence. It is in the
National registry and as--yes, a studio. Hawthorne's and not Praeger's
one-bedroom residence. It is all quite conflated and rather convoluted.

Is this another case of Braun's and Carlson's special  dispensation  
of the permitting process? How could this occur under proper
application of inspection enforcement.

We have come along way in addressing past inequities and it is hoped
that the existing Board of Selectmen and Acting Town Manager will follow
through in correcting/clarifying this issue. 

Any tampering with the existing files  concerning this property should be
reported, as in the Brian Carlson case. Hopefully, Town Staff will stay alert
and report any unusual actions.
 
The citizens deserve the knowledge thet  when faced with town government
rules and regulations that they a planning on a level field.

What Really took place at 25 Miller Hill Rd to accommodate the
developers current plan?

For Starters- there is serious question as to the Title V guidelines viability
given the current system- The current system is an amended system from a system
that was installed in 2009- the owner then went for an ANR- went before planning
and Produced a site plan. The building permits were issued.

The previous Title V was altered in order for the current developers to construct
the 2 homes. At that time it became the towns applicable department's (in this
case Health Dept) responsibility to review the modified plans, enforce the
modified plans via site inspections etc. write up reports on such and ultimately
determine that the system is or is not in compliance for guidelines by the
Mass DEP for this particular project. The current file thus far has no specific
signoffs concerning site visits, paperwork etc in the file AT THIS TIME.

It is the Department of Health's duty to protect the immediate abutters of this
property. A stamp from the engineer who is running the job means nothing but a
liability issue down the road. Where was the accountability here by the involved
town dept heads- namely the Building Dept and the Health Dept??

If anyone has any info on this please share it as I am an abutter and am deeply
concerned. I would also hope the Provincetown BOS look into this matter as it could
again put neighbors at risk and possibly uncover a breach in our system at town hall.

BOS - Robert Anthony

I want us to have a policy for staff regardless if they are on or off
the clock, he (former police chief and current select person) said. Well, booby,
exactly how do you propose to enforce your taking away Town employees'
Constitutional rights. And how will the Town pay for law suits brought forth by
the ACLU against such a stupid, ill-conceived policy? And don't think that that
will be the only suit in which you will be named. Are you going to hire "Special
Agents" to monitor all social media, looking for Staff postings and/or logging
on to the multitude of websites out there? Or, what you would probably like to
do, bug every staff member's Computer, I-Pad, Cell Phone, etc. 24/7? And, who
will pay for those illegal acts? I suggest that the next time before you propose

No, WRONG, very BAD job by Anthony. He should be ashamed of himself for doing
what he did. He's been in that position before, years ago as chief. Cheryl got
it right and even Eric got it right. There is a time and a place for that kind
of questioning and there is a chain of command. There is no way Golden can
respond to issues if he doesn't know they exist. How can he? You have to give
him some credit and leniency considering the current state of affairs in the
department with no official chief, just Golden doing the best he can as acting
chief. And where does Anthony get off asking questions about cases at a
selectmen's meeting? Again, he knows better. As liaison, he can ask at any time,
so long as it goes through the chain of command. There probably would have been
a friendly dialog between Golden and Anthony prior to this but now, doubt it.
Golden knows where Anthony stands. Very poor showing on Anthonys part. He knows
better.

And job well done to Golden. How many times did he tell Anthony he got no phone
calls nor any indication of any issues with the returning of the items to the
person mentioned? Stand your ground and don't back down.

should be and do.  Stop using your twisted logic to defend your     .

Name Calling?

Calling Michelle J a Loser is Not Name Calling

It is reality. she lost two town manager positions. Should we call her a
winner.? this has nothing to do with her smile and sweet personality. it has to
do with strategic thinking, vision and leadership--and the lacking sadly of all
three qualities.

She did lose and thus is a loser in the town manager choice. The facts out weigh
accusations of bias or attacking. Let truth be the standard.

Maybe someone that posts here can explain why this theme of responsibility will
not go away no matter how many people point out that it is the BOS that leads

Selling Our Properties

It seems to be true to me. I know people who have had to move because their
landlord has told them that the the apartment in the house that they live in is
up for sale.

Just go to Provincetown for Rent and read about the people who are being
displaced due to the sale of two family and multi-family homes.

It could just be the natural order of thing and that this is all just a
trumped-up-need-for-housing ploy drummed up  by the folks hired in these cushy,
town positions-funded by taxpayers-- to keep their "housing jobs" by scaring
everyone that there is no place for people to live?

I wish that I was paid $45,000.00 like the housing person is to tell you that
affordable housing deeds expire every year, that they last for 15 years, and
that we don't know how many people are on housing due to the different housing
organizations.

All I know is that affordable housing constantly becomes market rate housing.
I'd love the housing job with that salary.

have told them that they are selling their multi family homes.

If you don't think that there is shortage of apartments due to places being

This person has been posting the same sentiment for over a year. With such an
imminent threat and hot market, why haven't you heeded to the clarion call, sold
your golden properties and moved to Florida or Truro?

Because limiting condo conversion is just TALK, and has been since the late 90s,
when it became clear to a few housing advocates what was coming down the pike.
But it was like stopping a 10,000 foot tidal wave. Too many people making money
to stop it.

It's not only Provincetown. It's NYC, Boston, San Francisco...neighborhoods and
cities where the artists, lower to middle class forged great environments only
to be priced out.

It's a sad commentary on life in America, but, there it is.

To the Webmaster:

I enjoy reading this blog to keep up with town
issues but I have a major issue with one thing.  Why must you allow posts with
derogatory name calling to appear on this blog?  I appeal to you to tone down
the nasty name calling that routinely appears on this blog.  I also find it is
getting tiring.  I am referring to the recent post naming MICHELLE akA LOSER
[sic].  Would you like to be called a loser?  I do not know Ms. Jarusiewicz
personally and I have never met her but I feel that all people should be treated
with respect and dignity even if I dont like them or feel they have done
something that I disagree with.

The home page of MYPACC even states that anyone can be banned from using the
blog for Abusive language or comments; Disrespect of others; Causing a
disturbance; Purposely annoying others and I find language and comment of this
nature appear on a regular basis.

Please consider blocking out such mean-spirited labels that are disrespectful
and serve no useful purpose other than to make the victim feel bullied.  No
doubt the person making the post would never say this to the victims face and
hide behind the safety of their keyboard.  They should be ashamed of themselves
and you as the webmaster should take steps to redact such nonsense.  As others
have said before it is no wonder town people do not want to work for the town or
serve on town committees with this sort of bullying being constantly permitted
on this blog.

HOW Seems Mum On Nancy Lynch's Departure

She is gone but no one is saying why. Whose decision was this? Hers or the Board
of HOW? this was not a long stay for the director of HOW but now Lynch is gone.

Any information on the reason?

Holly Folly?

It seems there Was More focus on the white fox and the young shark
than on Holly Folly

The focus should have been last week and the Banner letting us all know it was
time to party. but there is little celebrating and little sense that Holy folly
is here. What happened? Did PBG drop the ball? there is no energy around Holly
folly this year. Does anyone else feel like I do?

I find it rather amusing and even a bit sad that there are still
people out there that think that the appropriate way for the town to acquire
Duarte's Parking Lot is the an Eminent Domain procedure. Anyone who has lived in
this town long enough will remember when that very thing was done to the Duarte
family back in the 1980's. I was at that Town Meeting and I can personally tell
you that NOT ONE VOTER'S HAND was raised in favor of the taking! Why? Because if
it can happen to him, it can happen to me!

Give the Duarte family time to grieve. If they are interested in selling the
property, I suspect that the town will be the first to know!

and Michelle J was inarticulate, almost bumbling and mumbling. It was
embarrassing and she showed little intelligence, little dynamism, little vision.
some of these things you do want in a town manager. but she was not up to the
job. You surely need voice--she seemed mute. that is a problem and it remains a
dilemma now.

You can call the selection of others anything you want as pertains to MJ, but
you don't understand the role of the the Town Manager according to the Charter
and common practice.  It is the BOS that sets policy so they must have the
vision.  The TM is not the executive.  She/he manages according to the policy
and wishes of the BOS.  The TM needs organizational-management  skills and the
political skills required to operate in an environment filled with huge egos and
small minds that claim to know the system but, in fact, are totally ignorant of
the laws and regulations.

seems there is a Sharon Lynn group behind Michelle J and David Garder is under
pressure from them and thus--did what THEY wanted. Hired this questionable
person as assistant town manager.

Obviously and sadly Gardner is not his own man. He is owned and directed and
perhaps it is the old Sharon Lynn group, including Ann MaGuire.

little fists and stomping your little feet and throwing your little
toddler-style temper tantrum, demanding the world accomodate you and your
todderlesque narrow viewpoints.  News flash, and I know this will be hard for
you to accept.  Not everyone agrees with you, no matter how often you rant and
rave.  Yes, there are people who do agree with you, but there are also those who
don't.  Do you think you could possibly work on learning to accept that
sometimes others may have different ideas and come to different conclusions than

She was not chosen, she was rejected and not chosen as town manager either for
Truro or for here. she was not the best and frankly failed to articulate any
vision for Provincetown. she mumbled about housing and grants and said little
that would make her a great choice for town manager anywhere.

She was turned down and I see that as rejected. And now we have her in this
position at town hall. shame on David Gardner and shame on us. she is not the
right person at this time.

Selling Our Properties

It is very educational to read about the increase in property values and that
the median price of a condo is over $300,000.00.

With this news and with the clarion call to restrict people's property, we have
decided to sell our condos. (The unexpected consequences from this article i
suspect.)

So glad that the banner highlighted why we should sell our properties this year.

only in ptown can we find someone clever enough to have April fools in December.

Jm was appointed as a temporary assistant TM not TM.  She was NOt rejected in
Truro or here as the ATM.  in fact she was not rejected anywhere.  She was very
simply not accepted. You probably have no idea about that very real difference.


On top of being a jokester, the poster is also a fortune teller.  the future is
revealed and our star reporter can tell us what people will do, even though
he/she ha a hard time telling what was actually done. By the way, exactly what
is a "temporary anything"  I could probably qualify and i could use some part
time work to fill the days.

You may want to actually buy a paper,  turn the pages and READ!!!. I think the
Banner does a great job of presenting positive stories as well as information
town activities. If you bothered to read the whole paper, you would have seen
articles on affordable housing issues, real estate market, possible rent
increases at an affordable housing project, souper Saturday, new cross walk for
Shank Painter Rd., town technology issues, the new building commissioner, the
Aids memorial, HOW director, solar project and how it will SAVE money, news from
Truro and Wellfleet, Holly Folly Section, Affordable housing unit up for
re-sale, Obituaries, the fall sport season at the high school that Provincetown
Students attend, AND the usual real estate and arts sections and classified
advertisements.

reprimanded by the acting chief at the BOS meeting for posting on FB all the
details about the thug from NH that had us all scared. The entire department

I know this is a difficult concept, but think it through.
1. David Gardner (DG) was Assistant TM.
2. He was appointed Acting TM.
3. He therefore had to do both his former full-time job and a new full-time job.
4. The first search for a new TM lasted the better part of a year. DG has been
doing 2 full-time jobs for 11 months, with no end in sight.
5. He needed help.
6. He can't hire a permanent Asst. TM, because when the TM job is filled DG will
go back to his former position of Asst. TM.
7. He appointed MJ to the Asst. TM position ON A TEMPORARY BASIS so he could get
some help. She's already here, has served in that position before, and when a
new TM is hired can just go back to her other job.

Got it?
He didn't violate the charter because it's not a permanent appointment.
It wouldn't be responsible to conduct a search for a temp position, because it's
unreasonable for an outsider to come to Ptown for a short time, and it's not
efficient to hire someone unfamiliar with the job, because bringing them up to
speed would require even more time from DG.
Let it go.
Give the guy a break. He's been holding everything together for nearly a year
and needed help.
Given that the people in this town and on this blog have systematically targeted
town employees and tormented them until they leave, DG has more than his fair
share of positions to fill, staff to train, and work to do.

Move on. Get a life. Step away from your keyboard and go visit the real world.
Better yet, offer to help rather than pick apart everything and everyone.
